Why can't it be given to the best player in the season, the one manager would pick for the 1st overall draft pick if it was a fantasy draft instead giving it to the guy on the better team?

1. It does sometimes go to the teams that didn't make the playoffs.
Pedroia, A-Rod, Morneau, Quentin, or Bradley will win it in the AL.(I am obviously missing people, it is 7AM and that was just a quick list off the top of my head)
Manny, Sabathia, Delgado, or Pujos(sp) for the NL(another quick list off the top of my head at 7AM)
