All calculated myself, I'll call it TAOPE since I don't think anyone have done this before. The numbers represent the amount of teams with higher payroll with less wins minus the amount of teams with lower payroll with more wins for the particular team. So since the Marlins score a 15, that mean they beat 15 other teams with a higher payroll and less wins minus teams who beat the Marlins with lower payroll and more wins. (which is none since the Marlins already are rank last in payroll, so they simply beat 15 other teams in payroll and less wins). I think it is a better formula in figuring how efficient each teams use their payroll since it compare it to every other teams.
